Andy Smith qualified as a probation officer in 1980 and worked as a practitioner, manager and as a policy advisor for the Association of Chief Officers of Probation. From 2002 to 2015 he worked in HM Inspectorate of Probation, latterly as Assistant Chief Inspector responsible for thematic inspections. He is now an independent criminal justice consultant who has worked with a number of probation providers promoting middle management development and practice improvement. He is also an independent investigator conducting Article 2 of the Human Rights Act Investigations at the request of the Secretary of State.
