Journeys to Harmful Behaviour

A partnership between the Probation Institute and Liverpool John Moores University, funded by the Forces in Mind Trust, to research the histories of ex-armed services personnel who have committed offences of serious harm to others.

Ex-Armed Service Personnel: Journeys to Harmful Behaviour

Supported by a widely representative Advisory Group, the purpose of the research has been to develop knowledge and understanding that can help to prevent further offences of serious harm.

This research looks at the life histories of 14 individuals who have committed offences of serious harm. The Report is in five sections:

  • The Full Report

  • The Executive Summary

  • Timeline of previous research

  • Case Studies

  • Key Findings with QR Code

Aspects of this report are troubling and include critical questions about recruitment into military service, recognition of concerning behaviours, support for all military personnel particularly prior to leaving military service and stronger measures for following up those released from MCTC following violent offences.

The Government Veterans Strategy Action Plan makes a clear commitment to act on the findings of this important research:

"Follow up on the findings from the Probation Institute’s upcoming research publication into ex-service personnel journeys into harmful behaviour. The MoJ will consider the findings from this research and explore what preventative interventions could be put in place to lower risk."
