Probation Consultant specialising in international collaboration, and former Probation Practitioner and Senior Manager   

Steve has a long career in the probation field spanning five decades. He worked first as a probation officer and senior probation officer, then as a senior manager in various national roles including developing evidence-informed practices.

Steve has for more than 20 years focused on probation work internationally. Following secondment to Bulgaria where he worked for the European Commission helping to establish the country’s new probation service, he returned home where he set up and led the England and Wales Prison and Probation Service’s international function, working with national and international partners on European research and capacity building worldwide.

During the last 10 years he has worked independently with governments and international organisations supporting community-based justice research, reform, and probation development including with nations in Asia, Africa, and Europe. He currently contributes to several international justice programmes, networks, and NGOs, and is an Ambassador for the Confederation of European Probation (CEP). He focusses especially on probation collaboration and learning internationally, is a keen supporter of the World Congress on Probation and Parole and has recently completed research into factors supporting successful probation development. He has a special interest in the relationship between sustainable development and justice - including “green probation”!
