Review of Implementation of the Target Operating Model for the Probation Service
The Probation Institute has reviewed progress of the implementation of the Target Operating Model; (TOM) for the Unified Probation Service. There has been some important progress, but implementation is clearly slower than hoped due to the workforce constraint.
In our report we look at progress towards a rehabilitative culture and a learning culture. We reiterate in this paper our firm view that Probation needs an independent Regulatory Body to fully professionalise the service.
