Probation Work with Young Adults

This research event will look at two important recent reports on probation work with young adults aged 18 to 24.

Principal speakers

Dr Jenni Ward (Senior Lecturer in Criminology at Middlesex University) and Jake Phillips (Reader in Criminology at Sheffield Hallam University) will present the Report of a Process Evaluation of the Newham Y2A Hub – Evaluating the implementation of a specialist youth to adulthood transitions service in probation. The evaluation was carried out over two years by a research team of Middlesex University, Sheffield Hallam University and Brunel University.

The implementation of the Hub identified the core components necessary for a probation service model for young adults: co-located services in a dedicated, welcoming space; a committed workforce that is trained and motivated to work with young adults; flexibility around breach and enforcement (e.g. pre-breach interview); trauma-informed and strengths-based approaches; and processes that engage young adults and celebrate their successes.

Martin Jones (Chief Inspector of Probation) and Maria Jerram (HM Inspector of Probation) will present the Report of the HMI Inspection of the quality of services delivered to young adults in the Probation Service.

The Young Adults Policy Framework (2022), implemented by HMPPS, recognises the unique circumstances of young adults in the criminal justice system and the need for a more tailored, bespoke response. The framework sets out a desire for a holistic and trauma-informed approach to service delivery for young adults that fully considers their age, development, and maturity. While the framework is rightly ambitious, putting it into practice is proving challenging for the Probation Service.
